Prosecutors have charged a 16-year-old boy with second-degree murder in the stabbing death of his foster mother Saturday in Waimanalo. The prosecutor's office can petition family court to waive jurisdiction. But the Honolulu Star-Advertiser was told by a spokesman for the prosecutor's office that no decision has been made on whether to try the teenager as an adult. Family court will make the final decision. 52-year-old Jolyn Kipapa was stabbed before 8:15 a.m. Saturday in the Waimanalo home she and her husband had opened up to foster children over the years. The boy was arrested at the scene. He's being held at the juvenile detention center in Kapolei.
