There are no more roadblocks for the city's multi-billion-dollar rail project. A federal appeals court ruled Tuesday the elevated rail line complies with environmental law. And, in a lower court ruling, a judge decided transit officials followed proper procedures in choosing a rail route to Ala Moana Center instead of a route to the University of Hawaii's Manoa campus. Rail opponents say they will end their legal fight. The first 10 miles of the route are supposed to be open in just three years.
