The Honolulu City Council's Zoning and Planning Committee Thursday abruptly shelved three bills that would ban sitting and lying on sidewalks and relieving yourself in Waikiki and elsewhere on Oahu. Zoning Chair Ikaika Anderson said the city needs to provide specific details and timelines for its homeless plan. Council members were frustrated at what they saw as a lack of progress on a plan to deal with the homelessness issue by Mayor Kirk Caldwell's administration. The administration said vouchers to help homeless individuals and families off the sidewalks would be available by August. But, Thursday the city told committee members a contractor wouldn't be selected until October.
