Honolulu Mayor Kirk Caldwell will deliver his second State of the City address Wednesday at McCoy Pavilion at Ala Moana Park. He says improving parks will be a priority, and he's proposing $3 million toward the improvement. He also wants to continue improving roads, saying Honolulu has some of the worst roads in the entire country. The city repaved hundreds of lane miles of bad roads and will continue to do so over the next three years. Caldwell also will discuss the rail project and the problem of homelessness, among other issues.
